Oh, it's quite simply a matter of network misconfiguration. Any largish
company will most likely be using a private address space internally. So
if there perimeter isn't sealed or is not translating address packets
correctly then (since they have a valid destination) they can still be
routed.

[DL] - that was my understanding as well. The next question is who is
doing it?

Our perimeter routers are configured to drop packets with a private
source address so those packets can never be replied to.
