Not exactly
PPP seems to be the protocol chosen for the link between the
modem and the exchange. It is used, in this case, amongst other
things to assign the IP address. Whether that IP address is
static or dynamic depends only on what the RAN assigns (or is
able to assign). For example Dan still has the same ip address
but mine and Stephen's keep changing (My feeling is that everyone
else's keeps changing) Whether it is static or dynamic appears to
be a limitation on the he RAN with multiple ISPs if I have been
following correctly.
On the other hand (OTOH) billing I have been given to understand
is based on a <quote>port</quote> on the RAN. That is it is tied
to the circuit presumably at the ATM layer that runs from the
modem to the Redback. Whether this is equivalent to vcc1 or is
closer to a direct correspondence with you copper pair I am
unclear on. The context was the question
<quote>Can you get a second 300 Mb if you have a second login
ID?</quote>
The answer was no. (at that time)
the reason give was that the traffic was measured at said port.
The implication was that the traffic was measured below the ppp
layer. The follow up question on what was actually billed
elicited the response
IP traffic not the ATM level which has up to 40% overhead or
something to that effect.
