I am increasingly of the opinion that anyone who talks to the
users
on this matter lacks the full picture. I suspect that the issues
regarding the redback and the IP issues were as much as surprise
to the people who actually know how they are supposed to work as
to anyone else.
Even so, dynamic is dynamic. There is no reason that I can think
of to believe that if the RAN / Redback is unable to cache the
IPs - as we have been given to understand - that we will retain
an ip for any reasonable length of time. We will get one of the
available IPs without favour each time the RAN renegotiates with
the modem. We may even have slightly less probability of getting
the same IP if it takes to long for it to become available to the
RAN to give out again. (Please note I am "making this up as I go
along" (TM)) Without some sort of cache it has to be a clean
start each time. On the other hand if all the other IPs are
taken at themoment of renegotiation then the IP will remain the
same.

As a related matter anyone understand what Redback means by being
able to maintain multiple contexts if it does not include the
ability to assign static IPs from different sources?

It seems to me that the logical step is dynamic DNS but you need
an outside server with a static IP as the name server (with short
ttl) as cogently put by Harold

cache issue - it can be only one (of the two scenarios)
