The url should be
https://jetstream-usage.telecom.co.nz
    ^
note the s it is a secure site, presumably on port 443 from
a quick grep of /etc/services which is why http which will try
80 won't show anything.
As to it not working check with the provisioning people to see if it
has been transfered across yet.
