The phrase I have heard, and used, most to described the PTR records and
in-addr.arpa domain, is "reverse mapping."

And while I accept your list of services that might be only able to be
supplied externally, I don't think this mandates an ISP, Telecom itselff,
mindful of the distinction between Telecom & Xtra, should be able to come up
with some IP addresses, and a DNS, for less than $20/month.
