I had though that hints of a cut of the 35c to ISPs were mentioned
on this very list way back when people were wondering how any one could
compete with XTRA on $40.00 for unlimited bandwidth.
It apparently works well in the UK for dial up where the ISP can get a
cut of the local call charge and so provide "Free" internet 'course as and
when BT do ADSL unlimited as has been rumoured things may change.
