Clean water is clearly more desireable, hence it will probably attract a
premium...

Would this be an acceptable reason for Watercare (or whoever) to debase pure
drinking water with mud to create a premium market?

I agree with Harold, the glaziers boy with a bag of rocks, ie, expending
effort and resource to damage a product so you can sell a "fixed" one is not
what I would regard as totally ethical.
