Sources close to Saturn tell me their modems have recently undergone a quick
security clampdown. It appears that some [silly] users were modifying the IP
assigned to the modem. The result was that their traffic would be billed to
someone else.

A friend told me about FreeBSD reporting the arp message along the lines of
"someone else has my IP".

Apparently this hole has been fixed and the problem no longer exists.
