It's called tunnelling. It's a very good solution for passing data between
two sites over a public network.

Basically, you encapsulate the original data stream into a second
datastream which is then passed through you gateway, along the
internet to a box at the destination. At the other end, the data is
unencapsulated and you have your original data stream. It's a bit like
putting a letter in an envelope and sending it along.

Steve is using GRE (Generic Routing Encapsulation). GRE allows a
network protocol to be transmitted over another network protocol by
encapsulating the packets of the first within the second.

PPTN=Point to Point Tunnelling Protocol - [can be used to create a
VPN] Mostly known as a MS protocol.

VPN=Virtual Private Network - uses encryption in the lower layers to
provide a secure connection through an otherwise insecure network,
typically the Internet.
