Actually there are some tricky things to automate the whole thing with RSA
keys, and the
.ssh/authorized_keys file.

of use with POP.

Still its not an effective solution, when you start need to offer things
like samba and lpd you need to trust the mechanism. That's not going to
happen easily with any other than IPSec.
