It would be worthwhile confirming that this solves the problem before
worrying about DHCP issues.

The fact that only one works at a time indicates that the Nokia is having
problems de-multiplexing incoming packets (eg protocol 47 GRE). If this is
the case pinholes won't solve the problem.
