I interpret this as meaning that Clear can/will provide access to their
IP network, using Jetstream on Telecom copper for the last mile (or
five), not that Clear will carry JS over its own infrastructure. After
all, the whole point of ADSL is to get decent bandwidth over existing
voice-grade copper. Clear's network is mostly fibre based, and bringing
ADSL into a Clear node would mean putting ADSL at the nearby Clear node
(most likely in the basement of the building), when really something
like IP Express would be more cost-effective for them.
