That's an important issue as well -- what good is 512Kbps unlimited, if the
connection is throttled down to 56K modem speeds, or so overloaded that the
result is the same?

I think Telecom could make Jetstream more attractive by for instance setting
up a "large downloads" context, like the games one, from where you could
download big stuff like ISOs for free or for a small added charge. That
would be a good compromise until international bandwidth becomes cheaper and
more plentiful, I reckon.
