Question for mail gurus out there: What's the correct encoding for a
mail message where the body is 7-bit clean, but the headers contain 8-bit
characters? Is it even legal for the headers to do so?

This would be Teledesic (or whatever they're called once they merger
with New ICO), probably, as Bill Gates is a heavy investor in that company
(personally, not through Microsoft.) See
http://www.theregister.co.uk/content/archive/13453.html (and probably a
bunch of other places -- that was just the first mention that came to
hand.)

Someone on the list was reporting problems with a pinhole they'd set up
when trying to run Diablo II through a JetStream connection recently. I
don't know if they were using one of the new modems or not, though...
