My point was that, IMHO, even a comparatively highly-priced, somewhat
spotty service cannot reasonably be considered inferior to having no
available service at all.
Your examples so far have all been from California. This area has a
very high number of high-tech industries, and consequently has both a lot
of demand for things like broadband Internet connections, and a strong
infrastructure to support them. I do not consider this "international".

Cite? I'm not saying I don't believe you, but this is certainly not the
case for a company in California (or other high-population area of the US)
providing DSL service to regular consumers, and I haven't seen you give
any other examples yet.
