Perhaps it would be more correct to say that Linux has a better-tuned TCP/IP stack ... with a bit of tweaking (upping TCP receive buffers, enabling RFC 1323 extensions) Windows 98 and Windows 2000 give the same download performance as Linux kernel 2.2 and 2.4-pre.
A rough formula for working out the buffer size is:
Buffer (bytes) = bandwidth (KBps) * roundtrip (ms)
E.g. if you have 250ms RTTs, and a network that sustains 420KBps, use a buffer of 105KB. Works here...
