Works fine for me.

Winnt 4 and 98 may behave differently, but NT 4 uses DNS, then hosts file,
if DNS is configured.

It could be that you are resolving a legitimate name via dns first, so that
it doesn't bother with the hosts entry.

In many Unix distributions you can change this behavior with
/etc/nsswitch.conf

I haven't tried looking for similar functionality in Windows. It may be
possible with a registry hack.
