Of course it will be available from other ISP's - Telecom is always very
fair about that!! Even the mere thought of 128k service has everyone all
'a quiver'.

It seems to me like Telecom/Xtra is putting them up for testing or
something, temporarily, and taking them down when people find them and
they
get a ton of hits for that page.
In these pages it also says the charges are partly from Telecom and
partly
from Xtra, much the same as the current JetStream service. This leads
me to
believe that it will be available via other ISPs, thus allowing a
static IP.
Those terms and conditions look awfully like Xtra's.
