No, I don't mind. I intended it to go to the list but just did a reply
without looking where it was actually going.

The problem with only charging for international traffic is that you have to
have an infrastructure that allows you to split local and international
traffic. This adds to the cost. Saturn/Paradise have chosen to do this.
Telecom have chosen not to do this. Telecom could do it but would have to
spend money on more monitoring gear.

It's one of those Catch 22 situations, you have to find some way to ration
the resource as it's not unlimited.
