Depends on the back end.

Clear Net Frame Relay connections are charged at different rates for
national and international traffic. The national and international CIR's are
different too.

For example you can have 256/128 national, but only 128/64 international.

I assume it's all done with ATM and Frame PVC interworking.

Given that our IP connection to DSL is currently delivered over an ATM
Virtual circuit, maybe something similar can be done to split the taffic at
the RAN?

The difficulty as I see it is that our individual connections are groomed at
the RAN into several large IP datastreams for feeding to netgate.

All of the accounting is done at the RAN, which is kind of early in the
piece to be differentiating local and non local traffic.
