Isn't this just another argument for some sort of LLU? Telecom owns
the
copper, and in most respects your data traffic has to go over that
copper
into their exchange and then via their own network to where the ISP
might
connect. If another network provider could gain access to the copper
(and
pay a fare rental for it), then Telecom could not charge those
outrageous
prices it does since the traffic no longer would hit their network. I
know
Clear would love to have that access

Of course they might cherry pick - they could not afford to run their

fibre/ATM to all the exchanges, probably only the main centres and
