I am surprised that Telecom is only going to be required to provide 14.4kb/s
quality phone lines to 95% of New Zealand households (and 9.6k to 99% of New
Zealand households). I would have thought a 28.8/33.6k requirement would
have been more enlightened.

I'd bet this "obligation" will means Telecom will need to do virtually no
upgrading of phone lines at all. After all, how many phone lines, no matter
how noisy, can't cope with a miserly transfer rate of 9600 baud? And if 1%
can't, Telecom will still be able to tell those households to get stuffed.
Is the Government really concerned about New Zealanders having information
access at even marginal bandwidths?
