When you install Windows, the installation system customises all sorts of
bits and pieces, depending on whether you're a "desktop," "mobile,"
"server," etc.

One of these many settings is your maximum TCP window (on the assumption
that your network connectivity will be dialup based on a notebook, for
example). I don't remember how to tweak the registry offhand, doubtless
many other people know how to.
