In my case, it's a routing problem; I'm not able to get beyond wherever
I'm terminating. A traceroute back (I have a static IP) wanders to
wherever the default route is (depending on where I'm tracerouting from).

This is despite my session being up, logged in, etc, etc.

Neither. I use frame relay over DSL.
