faster downloads from a masqueraded client as then the cpu on the gateway
doesn't have to run the download program. Those symptoms indicate to me
that the speed is being limited by the gateway box.

Sorry, you did not explain that you were downloading to your "gateway". An
SX25 will be working hard especially if it is true vintage with no L2 cache.
We have tested the 3com dual link running in PPPoE mode attached to a P100
firewall, the download rate from jetstream games is 270 KBytes with a 20%
CPU utilisation on the P100. This utilisation is high as the firewall is
running NAT and the download is via FTP, thus the invisible FTP proxy is
copying packets from the TCP session on the outside to the TCP session on
the inside of the firewall. It is the proxy that is burns CPU as TCP
checksums must be generated.
You might like to audit your config to ensure that you are advertising a
1452 byte TCP mss, a "default" of 1460 mss will cause the 3com modem to
fragment incoming packets which is more work for your 486 to reassemble the
fragments.
