Not off topic, your posting is relative to high usage ADSL pricing.

Start by leaning on then for an update on ISDN access.
ClearNet have a flat rate "unlimited data " ISDN price that is a lot cheaper
than you are currently paying for 400megs.
I assume the $220 per month includes router rental.

It would be nice if subtle parameters like committed data rate were included
in the blurb, "burstable" is an intangible expression which translates to
"you share a 2mb link with truckloads of other users and if you are lucky
you won't be sharing the link with mp3.co.nz".

Having said that, this is highlights how far out of the ballpark Telecom are
with high usage ADSL pricing. For some applications Frame Relay is a lot
faster than ADSL because of the low latency, what's more it is symetrical
bandwidth and usually more reliable.

Clear will get the heads up from all my high usage VPN clients but lets wait
a few days for Clear's ADSL pricing.
