I've always thought it was fairly clear.
What you pay telecom is based on what your phone number is.
What you pay your ISP is based on what your login is.
If you are on jetstream you pay telecom for volume. on jetstart
you don't, some ISPs are charging for volume under various conditions.
In some cases it is if you go over 10 Gb in a month, in others it is if
you log in to them more than once. As far as I can tell Telecom does
not care who your ISP is or what you login as.
As to the security of the question - it depends on what you are
protecting if you are protecting your ISP charges you do so with
your login and password. If you are protecting your Telecom charges
you do so with your key. In other words the telecom charges work
just like your phone charges with the probable exception of being
able to get a toll bar equivalent.
At least that's the way I've always read my terms and conditions ( and
why I sometimes even read them)
