service providers.

The JetStream 400 user is charged for his service and the additional "over
limit" useage incurred when using the JetStart account. At the same time the
JetStart user is also billed the flat rate amount.

Two units of traffic have been charged for one unit of real useage! This is
one reason why authentication is absolutely necessary...it legally
proves/links a userid with their traffic and associated rate, regardless of
their location.
