Ummm....only asking, but did you cancel any ISP proxy settings in your
browser before the test and flush your local cache between logins?

IE is not the most accurate way to measure actual line performance, I'm not
susre its much legal ammunition.

You'd be better using your modem stats page (if the dsl stats actually
reflect the rate limit that is).
