It may be a matter of perspective but I you calling card as a local free call
to a service that passes on the charges. No requirement for me to permit
my toll services to be used
(no matter who I buy them from)

Of course I don't expect others to find the energy to be bothered to
make the distinction - I just emply a PIN and toll bar you can then
buy for where you want without engaging your brain
