Who pays the ISP for the Excess usage?

Ok so from our descusions we can work out

Modem Rental:
Obvious Charge

Jetstream Charge to Telecom:
OK, I found the definition on Telecoms site saying that it is only for the
Connection to and from the Telecom

ISP Charge
For all traffic outside of the Telecom Broadband Network

All good.. Except when I go over my limit I only get billed additional Megs
from Telecom.. So does the ISP not care?.. is some of this money passed on
to the ISP?.. If it is then the definition of the service from Teelcom is
incorrect..

Anyone know the answer?
