Since I live in Albany, Auckland and Telecom's Jetstream Line Check says this
about my line:

Lower probable limit: 6.2 Mbits per second
Upper probable limit: 8 Mbits per second

downstream.

I believe I'm safe enough to go ahead and purchase the modem without having a
technician visit first.
