Well, that's not quite what i was meaning, that site seems to list hosts that have a smb share available over an Internet interface. My machine has one of those, i want to be able to access smb shares over the internet. If that page was a list of hosts that had the root of their drive available read-write without password protection over the internet, then that would be a worry.

That's a little naive, first of all it depends on which version of windows. After decades of research and innovation at microsoft, windows 2000 shipped with a revolutionary remote administration tool that they like to call "telnet".
Secondly, for any of the other windows variants there are dozens of programs such as BO, netbus, pc anywhere, reachout, vnc, etc that will give you remote control of their desktop GUI, ability to remotely install and run software, or give you a command prompt.
