Not too sure what you mean here. I hope you don't mean you are trying to
allocate IP addresses already defined in a dynamic IP address pool via
radius - this would be a very good way to break things for your
customers.

Any comment on why it is still occuring on those "other ISPs"?

p.s. Do Telecom have a problem if ISPs start statically allocating
dynamic
IP addresses so you can staticaly route the dynamic IP to the RAN?
