An ISP gives Telecom a range of IP Addresses for Jetstart and Telecom
"randomly" assigns them to users when they Connect. Only with Jetstream do
the ISP's have the chance of Staticlly Assigning the IP Addresses or they
can give Telecom a range of IP Addresses to "randomly" assign to its users
as they do with Jetstart.
