This indicates the the TCP (port 1723) component is working.
The GRE component is broken

TCP is working therefore the Port 1723 pinholes are OK.
I would assume that you have two sets of pinholes, one set in the Nokia,
another in the office firewall, which is also running NAT.

The definition of PPTP GRE pinholes is different between firmware revisions,
e.g. some versions require a start port of 1 (one).

Your problem is probably related to this pinhole not working.
