The simplest way to understand subnet masks is where 255 = must stay the
same, 0 = can be any number.

if your lan is 192.168.1.0/255.255.255.0, only the last part of the IP can
change.

The change he is suggesting would appear to be the subnet mask of
255.255.0.0 - which would allow any of the last *two* parts of the IP to
change. Therefore machines on the 192.168.1.x network can see machines on
the 192.168.2.x network and vice versa, as youre within the same subnet mask.

I suspect your friend would need to change his subnet masking also. :)
