Maybe, but not necessarily, depending on how you're measuring the speed.

If you're talking about downloading files using Internet Explorer, thats a
bug - it starts receiving data from the download while you're selecting
where to save the file with the Save as Dialogue box, but it doesnt count
the time.

So, after you click ok it shows an abormally high speed which is higher
still if you take a long time to use the Save as Box. After a while the
reading settles down.

Short version: Take no notice of "bursts" in download speed reported by
Internet Explorer :-)
