I find I get bursts with all downloads including FTP. I understand it
happens also, due to the throttling takes a few moments to kick in.
Sometimes I can download a file before its had time to throttle my
connection. And its not due to some soft of pre-caching feature, because
the list has had this discussion before, and I watch the network meter
to see the activity before I accept the download.

Be thankful for the bursts I say!

Maybe, but not necessarily, depending on how you're measuring the speed.

If you're talking about downloading files using Internet Explorer, thats
a
bug - it starts receiving data from the download while you're selecting
where to save the file with the Save as Dialogue box, but it doesnt
count
the time.

So, after you click ok it shows an abormally high speed which is higher
still if you take a long time to use the Save as Box. After a while the
reading settles down.

Short version: Take no notice of "bursts" in download speed reported by
Internet Explorer :-)
