Unless your firewall or VPN device supports either an add-in ADSL card, PPTP
or PPPoE, you might have quite a few problems avoiding a router. Most UTP
modems require the firewall/VPN device to support PPTP, with the odd 3COM
external requiring PPPoE.

Even though evil NAT is required on NZ DSL routers, you can avoid the
compatibility hassles with firewalls, NAT devices etc, since all you need is
ethernet.
