Because ADSL faults are front-ended by the ISP. By front-ended I don't
mean they necessarily will always handle the fault from start to finish,
but the ISP makes an assertition on how to handle your call.

Depending on what the problem is on a per-call basis, they might forward
your call through to the ADSL helpdesk, or they may take your query and
queue it and deal with it themselves. Depends on the helpdesk person /
ISP's procedure.

I don't happen to have all 20,000+ ADSL subscribers' details off the top
of my head, so you're right, I don't know either way. Remember for static
addresses that the ISP _has_ to assign your ip address.
