Telecom have filters on what IP Addresses that can be allocated to a user,
so an ISP trying to allocate an IP Address which doesn't belong to the ISP
is impossible (as Telecom Filter it out). BUT I have seen Telecom's Radius
servers allocate "Random IP" addresses on FastIP Direct (On Modem Dialup a
number of times, so as Jetstream/jetstart use the same radius servers it
might be a similar fault).

The IP Address is a legal one.. (someone is on it a the moment), You just
have to understand IP Addresses (or not understand it)

As they should be (and are in Telecom's T&C) the 1st contact of all problems
you may have.

It depends if you are on jetstream/jetstart.

The IP Allocation Part is not really Handled by the ADSL Help desk, as they
look after the "physical layer" of the DSL Part. Anything other than that is
handled by another department.
