WBY EXCH is a lil RLU off the MPU EXCH through to TGA EXCH. I used to do
faults and installs out of that lil dog box. Given that WBY (Welcome Bay) is
not a high growth area in regards to Business (going back to 1998 now :P), I
doubt that TCNZ will look at upgrading that for a long while yet. Another
fact is that the TURANGA (not Tauranga) RLU that services half of Greerton
and the OTE (Otumoetai) RLU still haven't been DSL enabled .. so it doesn't
look too good for Welcome Bay does it :(

Just as a point of interest, Tauranga has the largest amount of DSL enabled
TelstraClear cabinets :)
