Umm, vague memory here (it was more than a week ago)

There is a "Services" table where names like "tcp" and "esp-ipsec" are
defined (e.g. protocol number)

The name you are using "esp-ipsec" may not match the entry in services, the
default name is "esp".

Have a look under "Services" on the Web interface
