The hardware that ISP's use "don't ring" (You won't hear a ringing sound on
the other end). Most use R2 or PRI's on 3com/cisco or Ascend Gaer which
basically go "Ya, I've got a call.. get CallerID/CalledID(if hardware set up
to get(this is pretty slow)) and then answers".
