Article on idg, that ive just finished reading about the limitng of P2P
says that xtra try to give web browsing customers better bandwidth, maybe
someone screwed a settings and missed a 0 off, making 131072 (128k) into
13172 (12k)

My view on the capping issue is that thoose of us who dont use the 10Gb
per month should be able to accumalate the data we dont use... that way if
I have a month where I want/need to download over 10Gb I can (not that ive
needed to yet.. maximum ive ever transfered in a month is 5Gb)
