I use ADSL with Dynalink In-line filter and have no volume problems with it. I haven't tested with my cordless phone though because the antenna broke off and got lost when my family moved house several years ago.
Maybe people are experiencing low "phone" volumes because they have too much devices on the phone line.
By my experience, having 1 device connected to a phone line gives higher volume than having 3 or 4 devices connected to a phone line.

People should know the safe limit per phone line is 5 plus ADSL, but I try to keep it safe and don't exceed 4 plus ADSL.
