Not being a huge layer one expert, I think it was a RAL limit per line.
Each device on your line as a cetain RAL value, and the sum total of all
the RALs on your line couldn't / can't exceed a certain value.

The guts of it has probably changed somewhat for DSL now, but the RAL
limit was to ensure all the phones in your house would still be able
to draw enough current to cause the phone ringer circuit to close. *I think*
