Umm, good news, but I feel like I need something else :)

The costs for a Home 1000 user would be..

1GB $69
1.5GB $169
2.0GB $269
2.5GB $369

The costs for a Jetstream 1500 user would be..

1GB $199
1.5GB $199
2.0GB $289
2.5GB $379

So anyone on a JS1500 @ home should downgrade to Home1000 because it is
cheaper?

A Home2000 for $199 instead of JS1500 would have been more logical.
