The reason it is slower for rural exchanges is that they do not have the
backbone capacity. The DSL speed, which is only between the premises
and the exchange, will still be up to 8 Mbps. Even JetStream Starter still
has ADSL operating at full speed.

So ADSL reliability is unaffected.
